Through our new business-facing services team we are seeking to drive
inclusive growth, skills development, business support & Inward
Investment. We need this work to be backed by high-quality intelligence and
performance management service to maximise impact - the postholder will
support the start of our transformation towards an intelligence-led
strategic growth service.
The Role
Essex County Council is a systems leader for Skills and Economic Growth,
partnering with public and private sectors to position Essex as a hub of
innovation, enterprise, and ambition. Through our business-facing services,
we drive an inclusive, integrated approach to skills development, business
support, sector growth, and inward investment across the County.
This role will proactively support business-facing services within ECC,
such as business growth, sector development, skills and inward investment
and partners as well as external partners to develop tools for the
processing and provision of management information and business
intelligence to inform Business & Skills growth services. The role
holder will support data, market and performance analysis, to ensure
strategies and commissioning activity are proactively informed by real-time
insights and emerging opportunities.
The Performance and Intelligence Officer will support the development and
maintenance of effective performance management, insight and reporting
tools to ensure services are based on evidence of what works and what is
most needed.

Accountabilities
Work closely with the Strategy and Performance Manager to develop, maintain
and implement systems for collecting, verifying, and updating datasets, to
ensure the provision of relevant and up to date information about service
trends, performance, to key performance indicators and analyse to
benchmarks, where applicable.
Operate and implement effective performance management frameworks to ensure
services are delivered in an effective, efficient and ethical manner, and
the management of appropriate actions to address under performance and
enhance positive outcomes.
Support the Future Funding and Investment Lead to input to and monitor the
timely and accurate submission of national and corporate statutory returns,
to ensure there is compliance with grant/ other funding programme
requirements.
Provide a platform of statistical evidence for management decision making;
work with team managers and Heads of Service to provide them with the
information, analysis, interpretation, and hypothesis testing they need to
inform their decision making.
Support the delivery of ECC’s business account management approach and
serve as a primary point of contact and source of expert intelligence for
all levels of staff and external agencies with respect to data, building
and maintaining trusting relationships with businesses, industry
representatives and partners.
Design, create, and analyse themed business/ sector/ project insight packs
to support commissioning officers. Ensure the timely and accurate
development of analytical reports that guide decision-making processes for
priority activity and projects.
Specific individual and shared targets and objectives are defined annually
within the performance management framework.
The Experience You Will Bring
· Educated to RQF level 4 in relevant field or have equivalent
experience working in a local government management information setting.
· Analytical and problem-solving skills with the ability to
translate complex data into actionable insights.
· Previous experience of providing and analysing information
management reports and developing clear dashboards the provide information
to officers to inform decisions and enable interrogation of performance
trends.
· Experience of using a computerised database. This includes
knowledge of data structures, maintenance, and relationship with systems.
· Good verbal and written communication skills including
experience of communicating directly and proactively liaising with and
influencing management, politicians and partners.
· Evidence of continuing professional development and expert
knowledge in relevant professional area.
