Essex County Council (ECC) are delighted to be supporting Epping Forest District Council (EFDC) in recruiting a Housing Register Assessment Officer on an initial 3-month, temporary contract. 

Purpose of Role:

  • The primary function of a Housing Register Assessment Officer is the maintenance and administration of the Council’s Housing Register in accordance with the Housing Act 1996 VI & VII (as amended), the Homelessness Reduction Act 2017, the Council’s approved allocation scheme and other relevant Statures.
  • Be responsible for the day to day management of functions within postholder’s area and for the delivery of outcomes.
  • Ensure the Council meets its statutory obligations and that the highest standards of probity and good conduct are maintained at all times.
  • Develop, manage and sustain positive relationships with customers, key stakeholders and partners.
  • Work collaboratively across the organisation to bring about change and improvements to service delivery within finite resources.
  • Take collective responsibility for ensuring excellent services are provided to our residents.

Key Responsibilities:

  • Have a working knowledge and the ability to interpret legislation and policy to be able to undertake the statutory assessment of applications in accordance with the Housing Act 1996 VI (as amended), Localism Act 2011, case law, code of guidance and other relevant statutes of housing applications received from applicants applying to the authority for social housing. This includes checking and investigating and awarding the correct banding priority.
  • Working with the Rehousing Team Manager contribute to and implement a strong vision for the service area which delivers ambitious, innovative and forward-thinking approaches, where work is of high quality and achieves objectives, through effective performance and risk management.
  • Provide comprehensive housing advice to customers.
  • Contribute to the development and implementation of a digital focus across processes and service delivery
  • These duties and responsibilities should be regarded as neither exclusive nor exhaustive as the postholder may be required to undertake other reasonably determined duties and responsibilities, commensurate with the grading of the post, without changing the general character of the post
  • Provide representation at user groups and manage partnerships with key stakeholders.
  • You may be required to attend off site meetings either by public transport; or having access to your own vehicle; or if available, a council vehicle

Skills, Knowledge & Experience:

  • Relevant professional degree/qualification or demonstrable equivalent work experience indicating an aptitude for mathematics and English language
  • Demonstrate a good understanding of safeguarding issues commensurate with the role.
  • Worked within an organisation of comparable scale and complexity; either a local authority or RSL.
  • Experience of working in a customer service environment
  • Ability to establish positive relationships with key stakeholders at all levels of the organisation and partners that generate confidence and respect
  • The ability to analyse issues and set them down in a variety of written forms in a clear and concise manner dependent upon the recipient, to include recommendations for action where appropriate.
  • The ability to adhere to and explain council policy and basic housing law commensurate with the role.
  • An understanding of the current issues facing local government and possess a degree of political sensitivity.
  • A good understanding of the use of technology for the delivery of modern and streamlined services and processes
