As Assistant Manager - Group Operations, you’ll play a key role in our day-to-day running while helping us to develop our long-term plans.
Reporting into the General Manager, you’ll lead and manage the centre’s operations and support the Sports Group to achieve the very best standards in quality systems and health and safety.
You’ll need to hold key qualifications including, Pool Plant Qualification, Level 2/3 Leadership or Management qualification, National Pool Lifeguard Qualification (NPLQ), Institution of Occupational Safety and Health (IOSH) or be willing to complete the required qualification whilst on the job. Qualification funding is available for the right candidate.
Main Purpose of the Role
An Ass. Manager – Group Operations is responsible for the overall leadership and management
of a service area. Clacton Leisure Centre's operational management and support the Sports
Group's operational affairs. Achieving high standards to meet the aims and objectives of the
Council and members' needs within the facility by designing/implementing quality systems,
health and safety procedures and communicating with colleagues and key stakeholders.
Principal Activities
- Support the Centre Manager in developing and delivering the corporate vision, values and priorities of the Council.
- Provide effective management and leadership on all operational matters, specifically regarding key areas of responsibility within the Council.
- To act as a front line' Duty Officer', on a shift rota basis, including covering swimming pool supervisory duties.
- To oversee health and safety for Clacton Leisure Centre and ensure that statutory requirements and best practice guidance are applied and kept up to date.
- To assist with Health and Safety Group Agendas as required, for instance, procurements of operational service contracts and condition surveys
- The production and maintenance of all appropriate and statutory health and safety documentation and provide appropriate staff training and induction.
- To draft operational specifications for general repairs and maintenance, additionally for service contract tenders/ quotations.
- To oversee legislative training to ensure it is current and meets statutory requirements for the Sports Group
- To have a good understanding of the LMIS system, including configuration and reporting.
- To protect the Council's physical resources, oversee Leisure Centre maintenance, and liaise with and manage external contractors to ensure statutory requirements and periodic inspections are undertaken appropriately.
- Arranging Sport Group inspections if required
- The post holder will be responsible for ensuring the team maintains high hygiene and cleanliness standards.
- To assist in maintaining budgetary control for Clacton Leisure Centre, reporting directly to the Centre Manager. Ensure compliance with the Council's Standing Orders and Financial Regulations and Leisure Services Operating Procedures.
- To manage staff under the post holders' control and also whilst operating 'ono shift'.
- Oversee and monitor performance and ensure that agreed standards are maintained while encouraging and developing team building.
- To ensure adequate staffing cover in order to provide all scheduled activities and services effectively and safely.
- To assist in the recruitment and selection of staff and ensure that The Council's grievance and disciplinary procedures are complied with.
- Taking responsibility for the mentoring and development of service area staff, continually monitoring and reviewing the standards achieved, taking appropriate action to rectify adverse trends identified through audits or other mechanisms.
- Developing and maintaining effective relationships within the organisation and with key stakeholders such as RLSS coordination role for TDC.
- To act as a keyholder and be responsible for the security of all physical resources, including buildings, plants, and equipment.
- To always maintain the highest levels of customer service, deal positively with routine customer enquiries, and present a positive image of the Council.
- To keep the Centre Manager fully informed of developments.
- Arranging and taking part in appropriate continuing professional development/ training for the Sports Group within the Operational Department
- Other duties may be required from time to time to assist in the efficient operation of the department
SUPERVISION AND RESPONSIBILITIES
- Communicate with customers, other departments including Finance and Human Resources and outside organisations as instructed by the Centre Manager. The work is varied and may involve changing rapidly from one task to another during the working day, often under pressure and to deadlines.
- To work under their own initiative and be expected to organise and supervise staff under the post holder's control. The post holder will be required to train staff under his/her supervision.
- Represent and deputise for the Centre Manager as required.
- Work to attain optimum performance in service delivery within their area of responsibility.
- Seek the advice of the Centre Manager on difficult or contentious decisions.
- The post holder will be required to work some shift work out of normal working hours in evenings, weekends and bank holidays and to cover the absence of staff as and when required.

- You are required to promote, apply and adhere to the Council’s HR and ICT policies, procedures and schemes, financial and contract regulations, delegated powers, the Data Protection Act and the Freedom of Information Act.
HUMAN RESOURCE MANAGEMENT
- Attain optimum performance in service delivery through the effective recruitment, development, retention and motivation of employees.
- Ensure Leisure Centre staff are managed effectively and appropriately, allowing them to give of their best and continually striving to improve performance and delivery targets.
- Take all possible reasonable steps to create a harmonious working environment using consultation, effective staff communication through team briefings and team working techniques.
- Ensure compliance with Health & Safety and other relevant legislation across the department.
SPECIAL CONDITIONS
- Attend emergency call outs outside of normal working hours at Clacton Leisure Centre as required.
- You must keep up to date with and implement any changes insofar as they apply to your role be they new or amended legal requirements, internal and external policies or any Council or delegated decisions.
- You must be prepared to work at any Sports Facility as required, in order to meet the requirements of the Organisation.
