About the role

Colchester City Council is committed to delivering high‑quality, accessible services to residents, visitors and businesses. As one of the largest districts in Essex, we’re proud to provide a diverse range of public and commercial services — and digital transformation is at the heart of what we do.

We are seeking a Lead Solutions Specialist (Housing) to drive innovation and support the development and delivery of Housing Software Solutions across the organisation.

What you’ll be doing

  • Lead and support a team of specialists delivering Housing system support and development.
  • Act as the main contact for the Digital Service Catalogue for Colchester Borough Homes.

  • Build and maintain a clear, accessible knowledge base for system users.
  • Support prioritisation, scoping and assessment of software development projects.
  • Manage the end-to-end lifecycle of software systems from procurement to implementation, ongoing development to meet business needs and product closedowns/transfers at end of life.
  • Identify and manage risks, issues and compliance requirements.
  • Manage software licences, renewals and contribute to budget planning.
  • Support readiness activities linked to Local Government Reform.

What You’ll Bring

  • Degree‑level education or equivalent experience, with strong Housing system knowledge (ideally NEC Housing).
