Essex County Council (ECC) are delighted to be supporting Basildon Council to recruit two temporary Damp and Mould Surveyors on an initial 6-month temporary basis in their Property, Asset Management & Development team.

Please note you will be required to work on site and travel around the borough a minimum of 3 days per week.

Job Purpose

To deliver a proactive and responsive damp and mould investigation service across the council’s housing stock, ensuring homes are safe, healthy, and compliant with statutory duties. The role provides expert diagnosis, technical advice, and works specification to ensure all damp and mould cases are resolved effectively, prioritising resident wellbeing and meeting the council’s obligations under the Housing Health and Safety Rating System (HHSRS), the Social Housing (Regulation) Act, Decent Homes, and Awaab’s Law. 

The main responsibilities:

Inspections & Diagnostic Assessments

  • Undertake timely surveys of council homes reporting damp, mould, leaks, or condensation.
  • Diagnose root causes including structural defects, water ingress, inadequate ventilation, insulation failures, or behavioural/lifestyle factors.
  • Use professional diagnostic tools (moisture meters, hygrometers, thermal imaging cameras) to inform decisions.
  • Prioritise high‑risk cases including vulnerable residents, families with young children, and those with health conditions.

Technical Reporting & Recommendations

  • Produce accurate technical reports outlining causes, risks, and recommended remedial actions.
  • Ensure reports meet council standards, regulatory requirements, and audit expectations.
  • Maintain up‑to‑date case records on council systems, ensuring full traceability and compliance with statutory timescales.

Specification & Delivery of Works

  • Prepare clear schedules of works and technical specifications for contractors and in‑house repairs teams.
  • Work collaboratively with Repairs, Compliance, and Asset teams to drive timely and high‑quality completion of remedial actions.
  • Inspect completed works to ensure quality, compliance, and resident satisfaction.

Resident Engagement & Support

  • Engage residents in an empathetic, respectful, and informative manner, recognising diverse needs and vulnerabilities.
  • Explain survey findings and provide practical guidance on ventilation, heating, and moisture management.
  • Work alongside housing management, tenancy support, and safeguarding teams where health or welfare concerns are identified.

Compliance, Safety & Governance

  • Ensure all damp and mould cases comply with Awaab’s Law response and completion timescales.
  • Assess and manage risks in line with HHSRS, Decent Homes, the Social Housing (Regulation) Act, and Building Regulations.
  • Escalate serious or systemic risks (e.g., recurring building failures) into asset planning and the council’s risk management framework.
  • Support internal audits, regulatory inspections, and data returns where required.

Service Improvement & Prevention

  • Identify patterns and recurring issues, contributing to strategic asset investment planning.
  • Work with the council’s data and compliance teams to track damp and mould trends and propose improvements.
  • Support training for operational teams, housing officers, and contractors to strengthen organisational competency.

The Experience You Will Bring:

Essential

  • Experience diagnosing and resolving damp, mould, and condensation issues in residential buildings
  • Understanding of social housing regulation including HHSRS, Awaab’s Law, and Decent Homes standards
  • Experience working with vulnerable residents and applying safeguarding principles
  • Ability to produce clear technical reports and specifications
  • Strong experience of working within a public‑sector or compliance‑driven environment

Desirable

  • Formal building or surveying qualification (e.g., HNC/HND, NVQ Level 3/4, or equivalent)
  • Knowledge of PAS 2035, retrofit, ventilation systems, and energy efficiency measures
  • Experience of local authority asset management or housing repairs
