Full-Time, Temporary – 36.25 hours per week.

Essex County Council (ECC) are delighted to be supporting Basildon Council to recruit Senior Procurement & Contract Management Advisor on a full-time, temporary basis.

Due to the nature of this role, the successful candidate will be required to be on-site a minimum of 1 day per week.

Main Purpose:

Responsible for supporting the organisation in developing and delivering a range of service projects through robust business cases and detailed commercial programmes and plans.

The Commercial programme is directly linked to the Council’s Medium Term Financial Strategy and the post holder provides strong financial governance; as well as tracking progress and key dependencies, maintaining issue logs, projects plans and ensuring robust risk management.

Programmes and projects may be cross cutting within the organisation and with external parties.

Job duties:

  • To provide the Senior Leadership Team and elected members with updates on the Commercial Agenda.

 

  • To provide commercial view on procurement opportunities, ongoing contract management and contract reviews across the Council.
  • To lead the development of robust contract management framework throughout the authority..
  • To lead in activities during the procurement of relevant goods, works and services in accordance with contract procedure rules and management of contracts.
  • To undertake all aspects of programme/project management including project plans, highlight reports, risk registers and other governance processes. 
  • To monitor and update the Benefit Realisation plans, liaising with Service Managers. 
  • To ensure resource planning and outcomes are aligned with the Councils Corporate Plan, Corporate Programme and MTFS. 
  • Provide assurance for projects and tasks within Commercial Services. 
  • To lead the development of robust commercial business cases.
  • To build strong working partnerships with public, private and third sector organisations in order to maximise collaboration and stimulate financial savings.
  • To embed a commercial culture within the Council, supporting our staff to embrace entrepreneurialism, produce new ideas and consider value for money.
  • To optimise the Councils use of technology in order to enable new ways of working, generate savings and improve service quality for our staff and residents.
  • To advise and support services in commercially marketing and selling services and products.
  • Ensure compliance with all appropriate legislation, professional standards and Council policies.

Key skills and experience required: Local Government Procurement Experience required
