This is a fixed term post for 3 years with the objective of completing the Level 7 Health and Care Intelligence Specialist apprenticeship. Level 7 is a Masters degree equivalent qualification please refer to About apprenticeships.

Job Purpose

This Health and Care Intelligence Specialist apprenticeship provides masters level training in health and care intelligence. The course has a focus on taking data on individual or population health and on the use of services and other forms of evidence and turning it into actionable intelligence and insight. Apprentices undertake a 22-month taught apprenticeship programme including the end point assessment (a combination of off the job training to include: attending lectures, online learning, shadowing, learning support, writing assessments) and on the job learning (full-time apprentices should do a minimum of six hours off the job training a week).

The Analyst role is critical in providing senior leaders and politicians with the information and business intelligence needed for effective leadership, governance and decision making. 

Successful candidates will join a contingent of specialist population health analysts and researchers within the policy unit, with the responsibility of supporting the Director of Public Health and the organisation, to understand the health needs of the Essex population and to provide high-quality analyses and strategic insight.

Ideal candidates will posses relevant experience which reflects strong numeracy skills ideally in public health, statistics, or a health-related field.

Typical tasks will include: scoping and development of system / reporting requirements; ‘deep dive’ analyses; mapping; and predictive analytics such as population and demand forecasting or risk stratification, for example. This will require working with a wide range of data and evidence sources, including local, partner and open sources for the development of services and products to agreed service standards.

Skills, Knowledge and Experience

Mathematics Qualifications & Experience:

  • Science, Technology, Engineering or Mathematics (STEM) undergraduate degree; or
  • Social Sciences (e.g. Psychology, Geography, Economics, Accounting) undergraduate degree with Research Methods and/or Statistics modules and an undergraduate dissertation that included a research or data analysis component; or
  • Level 4 or higher qualification in STEM or a related field that includes substantial mathematical content (e.g., Higher National Certificate/Diploma in Computing, Engineering, or Science); or
  • Professional registration with FEDIP through the Association of Healthcare Analysts (AphA) at Practitioner or Senior Practitioner level; or
  • Equivalent analytical work experience (e.g. NHS experienced Band 6 or Band 7 data analyst or similar role)

The candidate is expected to have the skills of a developing or junior-level Data Analyst — someone who can handle common data tasks and work effectively under guidance, according to the national standards.

Practical experience and knowledge of a range of quantitative and qualitative analytical tools.

Knowledge and understanding of the practical implementation of the Data Protection Act, in relation to handling data for analytical and research purposes.

Experience of presenting data and analysis in a creative ways, utilising a range of data visualisation techniques to communicate complex messages simply to a range of audiences.

Good collaboration and communication skills and experience of working in teams or in a matrix environment.

Accountabilities

Strong verbal and written communication skills. Strong technical skills in the use of analytical software to create dashboards, maps, and tabular presentations.

Responsible for providing Senior Leaders and stakeholders with the information and business intelligence required for effective leadership, governance, commissioning and decision making.

Responsible for using a range of sources and analytical techniques to produce high quality analysis, giving clear recommendations for action to improve outcomes for local people and/or organisational effectiveness.

Responsible for using understanding of the business, its processes, data and priorities and applying analytical techniques to present, communicate and disseminate analytical products effectively, appropriately and with high impact.

Working collaboratively with stakeholders, analysts and researchers to scope requirements and develop robust insightful products that enable colleagues to understand current and future needs, demands, trends and supply across geographies.

Responsible for using intellectual curiosity to proactively explore areas and provide useful, timely analysis that enables the organisation to focus on demand management and prevention, as well as ‘whole systems’ integration.

Responsible for producing high quality analysis that draws on a range of sources and uses the most appropriate medium to visualise data to tell compelling and actionable stories with clear recommendations to improve outcomes for local people or organisational effectiveness.
