Please note this role is a part-time position working 21 hours per week. The pro rata salary will be £14,235 up to £15,694 per annum.

The Role

Essex Highways will over the coming years will strive to modernise the service, specifically around leveraging value from technology and raising customer engagement.

The Assistant Infrastructure Funding Officer will work with colleagues within the Strategic Development team to assist with the delivery of the pre-application highway advice service, monitoring, reporting and supporting delivery of the Strategic Development service across Essex and helpingto facilitate delivery of Highways and Transportation projects funded through developer contributions, in conjunction with the Infrastructure Funding Officer. 

Educated to National Qualifications Framework Level 3, with experience of working in an office environment, supporting planning, legal or financial staff or processes. This role will require good IT skills and ability to carry out research and accurately record information, maintaining databases and recording systems.

Accountabilities

  • To support the pre-application highways advice service by issuing invoices and maintaining records.
  • Work with colleagues within Strategic Development to identify correct allocation of new funding to provisional projects.
  • Responsible for liaising with Local Highways Panels to ensure synergies between LHP and s106 schemes are understood before projects are initiated.
  • Responsible for recording and updating project data on the Strategic Development Database. Providing data/reports required by Strategic Development, Audit Teams, The Investment Board, Infrastructure Delivery Board, Local Planning Authority and other interested parties.
  • Responsible for liaising with Essex Highways, Major Projects, Infrastructure Delivery and other teams/agencies to provide responses to Freedom of Information requests and other enquiries.
  • Contributes to the provision of monthly updates to the Council’s financial and project management systems. Contributes to the production and completion of funding agreements between the Council and outside delivery bodies e.g. developers.
  • Responsible for ensuring that evidence for all completed projects subject to s106 money is sufficiently recorded to ensure an audit trail of developer contribution spend.
  • Responsible for updating the Council’s asset register to include all new infrastructure delivered by s106 money.
  • Arranges and minutes regular meetings of both the Strategic Development team meeting and quarterly review meetings to monitor s106 contribution spend.
  • Specific individual and shared targets and objectives are defined annually within the performance management framework.

The Experience You Will Bring

  • Educated to National Qualifications Framework Level 3 (e.g. ‘A’ Level, Advanced GNVQ or Level 3 NVQ) or above.
  • Evidence of continuing professional development, and knowledge in relevant professional area.
  • Experience of working in an office environment, supporting planning, legal or financial staff or processes.
  • Proven ability to work carry out research and accurately record information, maintaining databases and recording systems.
  • Good IT skills including Microsoft Office and other database packages.
  • Evidence of successfully delivering against agreed local and personal objectives.
