The Role

Working within the Safer Essex Roads Partnership (SERP), this role is pivotal in enhancing the quality and effectiveness of road user behaviour change interventions. The postholder will take a data-led, analytical approach, using evaluation as a strategic tool to drive continuous improvement. They’ll ensure interventions align with partner activities in a coordinated, multi-layered strategy aimed at reducing road fatalities across Essex.

As a skilled team leader and collaborative partner, the postholder will guide Road Safety Officers and SERP members in delivering targeted, evidence-based initiatives to diverse groups—including businesses, schools, and the public. With strong research and policy development capabilities, they’ll play a key role in advancing Vision Zero: the ambition to eliminate all road deaths and serious injuries in Essex by 2040.

The Opportunity

Essex Highways is responsible for managing and maintaining one of the largest highway networks in the country: 5,000 miles of roads and around 5,000 miles of footways. Essex Highways is a delivery partnership between Essex County Council and our contractual partner.

Essex Highways will deliver a safe, sustainable and effective highway network for all road users, through sound asset management, scheme/programme identification, delivery, maintenance and management of the network. Liaising directly with elected members, district councils, strategic partners and other providers, the role will manage the implementation of the programmes of work relevant to an operational/service area, in accordance with the strategies and policies of the Council.

Accountabilities

  • Contribute to the development of policies, plans, procedures and practices to deliver the aspiration for Vision Zero for Essex which will contribute to economic and wider community goals, identifying and introducing new data led practices and procedures to deliver agreed outcomes whilst seeking efficiencies and responding to technological advances.
  • Provide specialist road safety advice to contribute to the implementation of a Safe System for the management, maintenance and operation of the highway network to elected members and the public.
  • Work collaboratively with internal and external agencies and within the Safer Essex Roads Partnership, to ensure that the strategic aims and objectives are managed effectively and to ensure the use of the correct legislation/powers.
  • Contribute to the effectiveness of the Safer Essex Roads Partnership through leadership, and by gaining willing acceptance from partnership colleagues to develop, deliver, evaluate and budget the Annual Road Safety Delivery Plan delivering education, training, publicity and enforcement functions designed in accordance with best practice to deliver road user behaviour change.
  • Contribute to the delivery of the programme of works ensuring it complies with appropriate governance requirements, is within budget, programme and specified quality, makes most cost-effective use of resources, and ensuring strong financial management and budgetary control.
  • Represent the Safer Essex Roads Partnership at a national level and promote the organisation and its activities on all available platforms.
  • Support Health and Safety and environmental requirements in a positive and constructive manner, to meet the appropriate legislative requirements.
  • Specific individual and shared targets and objectives are defined annually within the performance management framework.

The Experience You Will Bring

  • Educated to RQF Level 6 (bachelor’s degree) in related subject or equivalent proven experience in the field of road safety, highways and/or transportation, public health, teaching, training or behaviour change.
  • Evidence of significant post qualification experience and continued professional development in relevant professional areas, with membership of a relevant professional institution
  • Evidence of using and interpreting data at all levels of intervention delivery.
  • Extensive knowledge of evaluation techniques for educational activities and sound understanding of educational/behavioral change techniques.
  • Knowledge and experience of financial management and control measures.
  • The ability to build strong networks and partnerships which are collaborative and influential in their nature and engender joint delivery.
  • Excellent leadership of teams of people, creating a high-performance culture, investing in and developing specialist skills and expertise and bringing together diverse capabilities to achieve common goals.
  • Experience of managing health and safety.
