Essex County Council are delighted to be supporting Harlow District Council to recruit a temporary Housing Officer on a 3–6-month basis. Please note that this post requires the successful individual to be based on site full time initially and then moving to 2-3 days once training and induction has been completed.
Harlow is a district of contrasts and an ideal location to both live and work. The town itself is thriving, with excellent shopping and leisure facilities for all ages. We have good road links to the M11 and M25 and excellent rail connections to London and Stansted Airport, just 35 minutes and 20 minutes away from Harlow respectively.
The role:
Harlow District Council are seeking an experienced Housing Officer who is available on short notice to join the Housing Management Team and be responsible for estate and tenancy management duties in accordance with the Council’s agreed policies and working practices, delivering a first-class service that is value for money and customer focused.
- The post holder will be the principal point of contact for tenant and leaseholders in the provision of a comprehensive estate management service ensuring all customers are given help and support in making their tenancies sustainable
- To investigate and take appropriate action in relation to tenancy and estate management enquiries, including anti-social behaviour, harassment, and neighbour disputes, unauthorised occupation of the Council’s stock, successions and assignments and breaches of tenancy (excluding rent arrears) and estate related incidents
- To discuss with the Team Leaders and Tenancy Support officers any unusual, complex or sensitive cases at an early stage
- To carry outward based estate inspections in accordance with the Team Plan, to identify and rectify any health and safety or environmental issues through joint working with other appropriate departments and agencies
- To ensure that comprehensive, up-to-date, clear, easily accessible, written notes and documentation are maintained on individual cases / incidents and where appropriate electronic records are regularly updated and maintained
- To adopt a flexible approach to both covering and assisting the work of other team members during periods of absence and demonstrate a commitment to team working
- To maintain up-to-date statistical information as required
- To provide the initial point of contact at a tenancy signups, giving advice and support for all new tenants and to ensure signposting to other agencies as the need arises
- To discuss housing options with residents and be responsible for registering transfers and mutual exchange applications and inspections
The experience you will bring:
- Knowledge and experience of Housing management gained in local authority, RSL or related organisation, including contact with general public
- Must be willing to work flexible hours to meet deadlines and attend residents’ meetings if required. Driving license and access to a vehicle or other suitable means of transport
- Knowledge of current housing legislation used to address antisocial behaviour. Understanding of the key aspects of landlord and tenant legislation
- Able to communicate effectively with a wide range of people. Can prioritise tasks against competing demands and deliver to very tight deadlines
- Practical and tactful approach to problem solving. Self-motivated team player
