*Please note this is a hybrid-working role, with a requirement to work at an office 2-3 days per month on average, depending on business need.

 

This role will be offered as a fixed-term contract or secondment until 31st March 2026. 

 

Excellent opportunity to drive and lead marketing activity for the 'Explore Essex' portfolio within Essex County Council's Culture, Heritage and Green Spaces service. Great breadth of public facing offers within this, including Country Parks, Essex Outdoors outdoor education centres, Heritage sites, Essex Record Office, Culture Essex, and Essex Film Office.

 

The Marketing and Business Development Manager supports the delivery of innovative business models and high impact marketing campaigns that will generate new income streams and attract further income and investment across the function.  Working collaboratively to develop marketing and business plans which support the vision and work towards a financially viable service on a sustainable basis.

 

Substantial marketing skills are essential in this role.  The role will build strong partnerships which are collaborative and influential in their nature to deliver joint objectives.

 

Accountabilities

 

Lead the marketing and business development function, that will translate the service strategy into ambitious marketing plans, driving implementation and ensuring that these are reflected in objectives for the team.

 

Lead the development of high impact marketing and communications campaigns to drive footfall to Essex Outdoors Centres, Country Parks, Cressing Temple Barns, the Essex Record Office and Jaywick Martello Tower, ensuring high levels of core and additional spend by all visitors.

 

Lead the service-wide approach to monitoring, evaluation and research that will inform the future direction of the service and the development of new business plans, business cases and funding bids to drive greater levels of engagement and income. This will include responsibility for the development of a Customer Relationship Management system and consistent approach to market research.

 

Responsible for working collaboratively across Climate, Environment and Customer Services, and Essex County Council more broadly, using professional influence to increase the income, investment and grants that can be achieved internally.

 

Responsible for managing and motivating the Marketing and Communications team, including direct and indirect reports. 

 

Responsible for delivering high quality advice and guidance across the function, to inform and support effective, evidence-based decision taking.

 

Specific individual and shared targets and objectives will be defined annually within the performance management framework.

 

The Experience You Will Bring

 

Educated to RQF level 6 (Bachelor’s degree) or equivalent by significant experience.

 

Evidence of continuing professional development and expert knowledge in relevant professional areas.

 

Substantial marketing skills with a track record of maximising generation of income, investment and /or grant opportunities.

 

In depth understanding of differing commercial markets and how to operate within these.

 

Experience of building strong relationships and partnerships which are collaborative and influential in nature and engender delivery.

 

Experience of disruptive leadership to win hearts and minds and drive cultural and operational change in a complex environment.

 

Strong leadership skills which drive a highly performing and motivated multi-disciplinary team from diverse backgrounds, to achieve strategic objectives.
