Essex County Council are delighted to be supporting Harlow District Council to recruit a temporary Senior Planning Officer on a 3–6-month basis. Please note that this post requires the successful individual to be based on site 2 days per week.

Harlow is a district of contrasts and an ideal location to both live and work. The town itself is thriving, with excellent shopping and leisure facilities for all ages. We have good road links to the M11 and M25 and excellent rail connections to London and Stansted Airport, just 35 minutes and 20 minutes away from Harlow respectively.

The role:

Harlow District Council are seeking a Senior Planning Officer who can deal with a wide-ranging caseload of planning applications, planning appeals as well as pre-application enquiries; ideally someone who can take on some major application schemes.

You must be confident in analysing the issues raised by planning and other applications in the light of national guidance and the framework and policies of the Harlow Local Plan Document, and other relevant statutory requirements, and the views and objections of individuals or organisations.

 You will be required to carry out research and find information in connection with this analysis, and to make a balanced judgement between conflicting pressures and priorities in formulating a recommendation.

You must be able to prepare concise and accurate officer delegated reports and committee reports with appropriate recommendations and present cases to Planning Committee.

The experience you will bring:

  • A comprehensive working knowledge and experience of Development Management and be able to deal with a full range of complex development management issues
  • Possess in depth knowledge of planning legislation and procedures
  • The ability to meet tight deadlines and time manage their work to prioritise conflicting demands
