Essex County Council is pleased to support Rochford and Brentwood Councils
in the recruitment of a Finance Officer (Accounts Payable and Accounts
Receivable). This temporary position is initially offered for a three-month
period and is full-time. The role will be based at Rochford full-time
during the training period, after which the successful candidate will be
expected to work on-site for 2/3 days per week.

Role Purpose:
This role is to provide the daily duties for the debtors, creditors and
cashiering functions for the whole organisation. The post holder will be
required to work with all departments, to ensure all transactions are dealt
with accurately and within timescales. As well as carrying out such other
duties and responsibilities as specified by the transactional supervisor.
Responsibilities:
· Manage accounts payable/receivable, process invoices, reconcile
financial data, and handle VAT returns.
· Maintain accurate financial records in line with Council policies
and government regulations, including transparency and money laundering
procedures.
· Run financial reports, investigate discrepancies, support system
upgrades, and assist in year-end account close-down.
· Address queries from internal/external customers, collaborate with
colleagues, and contribute to the development of new procedures.
Person Specification:
· Relevant Finance Experience: Proven experience in financial
operations, including accounts payable and accounts receivable.
· Familiarity and previous experience using sales and /or purchase
ledgers, ensuring accurate processing and reporting of transactions.
· Strong skills in Microsoft applications, particularly Excel, to
manage financial data effectively.
· Prior experience working within a local government or public
sector finance setting, understanding regulatory frameworks and compliance
requirements.
· Ability to investigate discrepancies, resolve financial queries,
and ensure accurate record-keeping.
